Paphos People

Can anyone help from experience please with the problem of enforcing rules on a complex. For example we have 2 or 3 people keeping dogs (in one case 3 dogs in an apartment). Written requests to re-home the animals are ignored and the people concerned are very abusive. Various other rule breaches are happening but it seems that the General Agreement is pointless without effective enforcement. Any suggestions gratefully received. Thank you

Hi David,

If you do not yet have your title deeds, in law, you are not recognised as the owners of your respective properties and rule enforcement, I presume you are referring to your constitution, is very difficult, the only person who can help on that front is the owner, IE, the developer.

If you do have your deeds, you can have letters issued from a solicitor concerning the rules being breached, in the case of the above, you can also do this but only with the permission of the developer.

In respect of breaches which involve noise etc. you can contact the police although I'm not sure what kind of response you can expect.

The 'rules' in the pre deeds period are effectively a voluntary code of conduct.

However if you believe that any beast is being kept illegally, in poor conditions, abused or does not have the correct registration, then report it to the police.

If your complex is in Paphos then go to the Municipal offices and tell them of the dogs and your belief that they are unregistered. The council dog police will do a visit.

Is it a British owner, Cypriot or someone of "other" status

Thanks for the responses. We don't have deeds yet but our developer is happy to go along with most things so a solicitors letter is probably one way but I assume that it would be ignored any way. We are in Chlorakas, does that come under Paphos municipality or is the village likely to have it's own administration? The people concerned are not English or Cypriot, possibly the male is Egyptian and the female may be Eastern bloc. Thanks again for your thoughts on this one.
