Neil/Moderator - what am I doing wrong? When I post something it always appears twice as here!

Dear Sofia & Haris,
Some of the owners of our development have formed an Association and would like your advice as to how we can get the owners who have not paid their communal fees, to pay. What avenues are open to us?
