This post is on behalf of a friend here who is not on the internet just yet.
He has a lapsed Cyprus drivers licence, now he has returned to Cyprus (6 months ago)
can he renew it, how, and if so where?

Just go to the Dept of Transport office in Mesogi like everyone else, if you could print the form off (check the cy.gov website) for him beforehand it would be a help.

Thank you. Is the form for a lapsed renewal the same form as the one for a first
application?

I have no idea but I would have thought so - it may explain on the notes on the forms.

The regular form is TOM7 for a NEW application, but has no mention of renewal.
My friend has his old Cyprus licence, now out of validity, so I will advise to go down
there and ask.
