Can some kind person help me with a problem we are having in our apartment block please

Intitially attached are 2 pictures can there use be clarified. The rectangular one is in the foot path outside and we belive this is electric the round one is in the middle of the road

To the best of my knowledge there are no electricity man hole covers . I would expect in your appartment block meter room there will be a 4 to 5cm diameter armoured cable , this will run underground without break to your local substation / transformer. To see this cable you need to go in the rear part of the meter room which is locked .
