On another forum is an interesting thread about a range of small 2-seater cars available
in France that require no driving licence there and can be driven by anyone over
the age of 14.
Does anyone on this forum know anything about these vehicles? Such as can they
be driven in the other EU Member States without a licence?
I have a friend of mine who lives in Paris and has a holiday home in Famagusta City
finding out the price of one, cost to ship, technical details, etc.

Even if such a vehicle were allowed in France, each member state sets it's own rules, therefore it does not follow that the same vehicle would be allowed in Cyprus, on the same basis.

And even if it were, I'm curious to know what advantage it would give you over your present vehicle arrangements?

Actually, if you Google "Voiture sans permis" plenty comes up, but mostly in French. This Wikipedia page got translated into English:
